According to the creators that entering a different region after considerable duration in West Virginia presented an ideal situation to develop an previously unexplored area within the Fallout lore.

We hadn't extensively covered Ohio in the game's history in depth, explained the creative director. From our established world, if you head eastward, you start approaching the Capital Wasteland.
